When using a Gift Certificate, the Gift Certificate can be used for sale and full retail priced items.

A Gift Certificate is purchased with cash/credit card.  

When using a Product Certificate the certificate can only be used on full retail priced items.

A Product Certificate is a certificate that is earned, given as an Award, or issued when a Certificate is purchased with another Certificate.

If you have a Product Certificate and would like to use it and pay full price on a sale item, you can use a code to make some sale items full priced. Note: this will not work on sale items that reflect the sale price on the item page, for example the outlet. It will work on items that display the discount in the shopping cart, for example a bundle offer on jars.
